Opening panel “Emergency Medical Services in health care. Does health care need paramedic services?

The emergency medical services have been trying to establish their rightful place in the healthcare system. Providing professional urgent medical care to people in immediate danger of life or health has a much longer tradition in Poland and Europe than the contemporary emergency medical services per se. This is indicated by the dates of the foundation of the first emergency services of this kind in 1883 in Vienna and in 1891 in Cracow. This impulse for the change in the perception of the importance of EMS in society and particular health care systems has been a result of wars, fires, and natural disasters… The world has faced numerous challenges in the face of the threat of the COVID-19 pandemic, which have been further amplified in the recent weeks by the ongoing war in Ukraine. This begs the question of whether we are dealing with a decisive impulse that would make EMS a lens shedding new light on the entire health care system and the challenges faced by it in these unprecedented times?

1st Panel Session

Business – Medical emergency services – Local government

The public-private partnership is a form of cooperation that reflects the relationship between the public and private sectors through the provision of public services to meet quantitative and qualitative societal needs. Is this model suitable for implementation in the context of state emergency medical services which are essentially funded by the national budget? To what extent is it feasible to develop a business strategy devoted to societal interests in EMS?

 

2nd Panel session

Emerging Technologies in Emergency Medical Services – effective disinfection of ambulances and simulators, and virtual reality in emergency medical services.

An effective organisation of the emergency medical services requires the cooperation not only in regard to the paramedics on site of the accident. The administrative cooperation is of equal importance as it fosters efficient and effective, but also qualitatively professional and empathetic medical care at the site of an accident to people in immediate danger to life or health. This requires appropriate communication, optimisation and automatization of processes that support both the skills needed to operate the modern equipment and interpersonal skills. Therefore, it seems less relevant to ask if, but instead to pose the question of when it will be possible to access a variety of patient information in emergency situations in the ambulance, in real time, and then transfer such data to an integrated cloud emergency medical analysis platform using 5G networks? The abilities to use a variety of diagnostic and remote medical procedures based on technologies, such as augmented reality, machine learning, or robotic surgery, require thinking outside the box to best prepare for new technologies, particularly those regarding artificial intelligence.

 

3rd Panel session

Management in health care.

Growing expectations regarding the quality and effectiveness of the services provided, the dynamic development of technology and the economy determine the interdisciplinarity of the existing management models. The simultaneous implementation of many processes requires special care in making subsequent decisions. The burden and risk of responsibility for these decisions – especially in health care, more and more often justify the support of experience and proven intuition of the manager by information and their analysis based not only on statistics, but also on artificial intelligence algorithms. Can emergency medical management, reflecting the contemporary challenges of healthcare on a smaller scale, constitute the foundation of good management practices in the entire healthcare system?

 

4th Panel session

Volunteering opportunities and Fundraising in medical emergency services.

The effectiveness of EMS systems is increasingly determined by the public awareness not only in regard to first aid, but equally to the functioning and financing of the health care system. The culture of providing assistance and the courage to undertake any first aid before the arrival of an ambulance requires civic engagement. Do voluntary work and fundraising, so far associated with their commitment to NGOs, have a chance to establish their place in the EMS, which would in turn affect the quality and the efficacy of medical care provided?

 

5th Panel session

Medical emergency services in Europe – international cooperation.

The all-encompassing globalisation and the possibility of long-distance communication encourages all forms of cooperation which in turn brings the whole world closer together. The existing exchange of experiences and the process of comparing to others is not reflected in the surrounding reality. The increasingly common need for change in health care, which tries to reflect the dynamism of the technological development, inspires and determines the creativity in the foundation of such solutions and projects, which consider various perspectives and, consequently, aim towards the same goal. This goal may be the EMS itself – their societal popularisation, integration, and coordination – both local, regional and international. The question is where should we start in order to broaden the horizons and make the most compelling solutions a reality?

 

6th Panel session

Social media – friend of foe of emergency services?

The emerging technologies of communication connect individuals to communities, which in consequence mixes the internal with the external, the private space with the public space. In today’s world, it is increasingly difficult to imagine a life without a computer or a smartphone. The research conducted on various Polish businesses revealed that the goals of their online presence are the following: a positive impact on their brand image, keeping up to date with trends, gaining customer knowledge including potential customers, recruitment, increasing sales, and reducing the cost of acquiring customers. To what extent do these objectives coincide with the presence of EMS in social media in local, regional and global contexts, as well as the relationship between EMS providers, their staff and patients?
